The Burning Lands Progression
In TBL Stratos: Zephyr's Flight is the only zone you get direct access to until you unlock more zones. However, you can Campfire or Banner to bypass the Zone requirements.
The Expansion starts in Stratos: Zephyr's Flight. You have to do a Task:
Soldier of Air
and then the group Mission Fight Fire, to move on. At this point you can now also Request the Raid Fight Fire.
You will now have to complete the Trials of Smoke, an instanced version of The Plane of Smoke. If you beat a Single Trial or have its lockout, you will be allowed through the Trial zone to Empyr. If you want to zone into the Static version of Plane of Smoke you have to beat ALL 5 Trials.
Trials of Smoke Your choice between any of the 5 Trials inside of it:
Trial of the Ashes of Rusted Cliff's Glory
Trial of the Eternal Cyclone
Trial of the Speaker's Amphitheater
Trial of the Wending Ways
Trial of Three
At this point, if you complete at least 1 Trial, you can now Request the Rise of Smoke Raid.
It is best to complete all 5 Trials for full access to the Static zone, which has the zones Mercenary Quests, it will be the easiest way to move through the zone without dealing with Instance Event Wins and Lockouts.
With at least 1 Trial down, while also having it on Lockout, you will gain access to the next zone, Empyr: Realms of Ash.
At this point on the Raid side, Doomfire requires the following to Request, NOTE - Some of these Quests are from further Zones that need to be Progressed to:
Prisoner's Dilemma
Palace of Embers
Brass Palace
Key to the Kingdom
Contract of War
All Hail the King

Next up is Empyr: Realms of Ash.
Prisoner's Dilemma ->
Palace of Embers
After these are completed, You will gain access to Aalishai: Palace of Embers. To request the Group Mission you need to also complete Fire and Fury.
For the Raid for this zone, it is After the Doomfire Raids. To request the Raid for this zone AND Esianti, you need to do the following Quests:
Enter Mearatas
Serving Another Master
Earthen Dirge
Mold Seeker
Relic Raider
Delivery

As well as 21 Clicks from Tier 1 Raids
The next group zone is Aalishai: Palace of Embers.

Evolving items from TBL:
The Burning Lands is introducing four unique evolving items. They will be rare drops, but it isn't known where they drop from.
What items?
These are the four items. Each has an achievement requirement for the second evolution:
Torn Efreeti Boots (Feet): "Travel far and wide, on and off Norrath, to empower these boots"
Requires the completion of all Traveler achievements, except for The Burning Lands
Full List of Achievement Requirements: Norrathian Explorer, Ruins of Kunark Explorer, Scars of Velious Explorer, Shadows of Luclin Explorer, Planes of Power Explorer, Legacy of Ykesha Explorer, Lost Dungeons of Norrath Explorer, Gates of Discord Explorer, Omens of War Explorer, Dragons of Norrath Explorer, Depths of Darkhollow Explorer, Prophecy of Ro Explorer, The Serpent's Spine Explorer, The Buried Sea Explorer, Secrets of Faydwer Explorer, Seeds of Destruction Explorer, Underfoot Explorer, House of Thule Explorer, Veil of Alaris Explorer, Rain of Fear Explorer, Call of the Forsaken Explorer, The Darkened Sea Explorer, The Broken Mirror Explorer, Empires of Kunark Explorer, Ring of Scale Explorer

Full List of Achievement Requirements: Call of the Forsaken Master Scavenger, Master Scavenger of The Darkened Sea, Master Scavenger of The Broken Mirror, Empires of Kunark Master Scavenger, Ring of Scale Master Scavenger
How do these items evolve?
Each item has five versions as listed:
Rank 1 (Torn): Rare item drop from group content. Has ~RoS T2 group stats and 1 Type 18 slot.
Rank 2 (Silver): Requires a normal evolution via killing certain mob types (in TBL) AND requires aforementioned achievements to receive
Rank 2. Has ~TBL Group TS stats and 1 Type 18 slot.
Rank 3 (Gold): Normal evolution via killing certain mob types. Has ~RoS Raid stats and 2 Type 18 slots.
Rank 4 (Platinum): Normal evolution via killing certain mob types Has ~TBL Raid TS stats and 3 Type 18 slots.
Rank 5 (Gem-Studded): Normal evolution via killing certain mob types. Has stats exceeding that of raid gear, 1 Type 18 slot, and 2 Type 19 slots.
Rank 6 (Diamond/Rhodium): Requires completing every achievement in TBL. Has stats slightly higher than Rank 5, 1 Type 18 slot, and 2 Type 19 slots.
These items gain experience from certain mob types. It appears to be based on mob model. Jann (Efreeti, Duende, Ondine, and Djinn), Mephits, and Dervish models are confirmed to give XP. Phoenixes and golems likely do as well. Giants, Armors, and Plane of Fire mobs are confirmed to not give XP.
What do the final versions look like?
All of the final evolutions can be found in this image. Credit to Goodurden for the screenshot.
What are those Type 18/19 Aug Slots?
These items have no Type 7/8 slot, but they do have a Slot 18 and 19. This is the cool part, as there are a ton of slot 18/19 augs with interesting properties. Many of them have stats in addition to their effects, although the ones with only stats have higher stats. The augs with effects have lore groups, which means you must choose which aug within a lore group you want. There is a group and raid version of each aug, which are on different lore groups.
You can find the augs, some stats, their effects, and their lore groups here:
Where do Type 18/19 augs come from?
Type 18 augs are rare drops named in The Burning Land. Weeping Heaven appears to be most common, with Secret Dawn also common. Whispering Midnight augments, which are those with effects, are less common.
Type 19 augs only fit in the last two ranks of these items. They are rare drops from trash in Plane of Fire and Plane of Smoke raid instances.

Sorry posted this in wrong spot should be for "Palace of Embers".
For Step 1: Flame Consuming Hand is the mob you are looking for. He spawned for us over in the ditch next to the embers zone entrance. At 9% he goes inactive, give him the keywords "we will kill you" for update. No matter where we killed in zone, he spawned over here.
