      Defeat him and Bloom (as indicated by on the map)

      Say 'karana' then go through the text of Cold Cloud Blossom (as indicated by on the map)

    not sure how to edit, I meant to say "accept" to Soaring Moon, not "assist"

    You can't request the quest from the mainland, you have to be next to the NPC. To get up to him, hail Soaring Moon and say "assist" to be sent to Iron Lightning Spirit.
